The new update bumps the build number from 14393.51 to 14393.67, and it includes all the same fixes found in KB317649, but with two additional fixes:

Fixed issue that causes significantly reduced battery life on Windows Phone when using Bluetooth with “Hey Cortana” feature enabled. Fixed problem that prevents users from completing the out-of-box experience (OOBE) with a local account using Korean characters.

Windows 10 build 14393.67 (KB3176931) for PC and Mobile is available immediately.
