To create a new alias in Hotmail, simply follow the step-by-step instructions from this previous article. To upgrade from @Hotmail.com to @Outlook.com do the following:
Sign-in to your account.
From the option’s menu in the top-right corner of the page, click on Upgrade to Outlook.com.
Finally, click the Upgrade to Outlook button and you should be upgrade to the latest preview of Microsoft new Metro style Webmail service.
