Spotlight collection is the same idea as the “Windows spotlight” for the lock screen since it will be able to continuously display new images to give you the feeling of a fresh look every time you sign in to your account. The new personalization feature is still under development, and you must enable it in the operating system to make it available in the Settings app. At the time of this writing, you configure Spotlight collection from Settings > Personalization > Background, and when selecting the option, the background will dynamically change with images provided by Bing. However, since the experience is under development, you only get a placeholder image. On the desktop, you will also get an option that opens Bing on the web to learn more information and find more similar images. You won’t be able to remove the button, but it will not be visible when you select the option to hide items on the desktop. On Windows 10, the Spotlight collection is not entirely new, since it’s been available before (via @thebookisclosed), but it is not until now that the feature is (partially) working.
