According to Microsoft, KB3070365 fixes the flyouts when they won’t open clicking the icons on the taskbar, including on Start, Cortana, Network, Battery, and Action Center, in Windows 10 build 10130. The new release was first announced by Gabriel Aul, Microsoft’s head of the Windows Insider program, on Twitter.
