According to the company, this is the third feature experience pack, and it is a small update that only includes improvements for the reliability of displaying the candidate list for users of the Input Method Editor (IME). (This update will not be offered to commercial customers in the Release Preview Channel.) The Windows Feature Experience Pack is a new update process that allows feature improvements outside of the operating system’s major releases. The package will download and install automatically through Windows Update, similar to installing a new build or cumulative update. Although using this new mechanism, a lot of features can receive updates, only a subset of features is being developed independently. However, eventually, the new update process will be integrated into the existing servicing process for Windows 10. If you want to receive the pack, you need to be enrolled in the Beta or Release Preview Channels using the Windows Insider Program settings. Then on Settings > Update & Security > Windows Update, click the Check for Updates button to install the latest pack. Once the update is installed, you will need to restart the device, and then you can check the Windows Feature Experience Pack version on Settings > System > About.
